Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including criminal organisation participation, corruption, fraud and other mandatory exclusion grounds. The bidder must confirm the required declarations in the ESPD/tender passport and, where applicable, provide evidence of self-cleaning. If the machine-readable notice does not contain the full exclusion grounds, they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD/tender passport and complete the required confirmations and evidence. The passport requires confirmations that the bidder is not in prohibited situations and does not rely on prohibited subcontractors or suppliers where the condition excludes this. If the bidder submits a joint tender, a power of attorney for the joint bidders must be provided. If the bidder relies on the capacities of other entities, this must be evidenced where relevant. The bid must include the manufacturer’s technical description or documentation for the offered device, a detailed price table, and, where applicable, equivalent evidence. For warranty conditions, the bidder must state the warranty period, the time for warranty work, and the contact details of the technical support provider. If the machine-readable notice does not contain precise qualification or suitability requirements, they must be checked in the tender documents.
