Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation and corruption. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice does not provide a complete list of all exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
For lot 1, the bidder must have professional liability insurance of at least EUR 150,000; for lot 2, at least EUR 40,000. The bidder must confirm the insurance and the amount in the ESPD, and provide a copy of the policy or another suitable document on request. The bidder must also provide a list of at least one service contract completed during the 36 months before the start of the procurement, with contract value, dates and the other contracting parties. Older experience may be taken into account if the contracting authority considers it necessary for sufficient competition. The bid must name the municipal waste treatment site for mixed municipal waste and its valid environmental permit number. The bid must comply with all tender document requirements, be unconditional and follow the required structure. If an equivalent solution is offered, equivalence must be explained and supporting evidence attached. In a joint bid, a power of attorney for the joint bidders must be submitted.
