Compliance requirements

The tender documents include the standard exclusion grounds, including participation in a criminal organisation, corruption and other mandatory grounds under the ESPD. The bidder must answer the exclusion questions, and where applicable provide dates, reasons, persons concerned, the exclusion period, self-cleaning measures and electronic evidence details. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where allowed by the procurement documents.

Qualification criteria and exclusion grounds

The bidder must submit the ESPD and the confirmations and evidence required by the compliance conditions. The team must include at least one lead auditor and a sufficient number of pre-audit team members, taking into account the scope and deadlines of the work. The team must meet the requirements set out in point 5 of the technical specification. The bid must be submitted in the required structure and must comply with the procurement documents; conditional bids are not allowed. If it is a joint bid, a power of attorney from the joint bidders must be attached. The bidder must provide the names and personal identification codes of authorised persons, or confirm that no such persons exist. If equivalence is relied on, it must be explained and supporting evidence must be attached. A separate methodology, work organisation and schedule description must be provided for each institution in accordance with the technical specification.
