Compliance requirements

The contracting authority will exclude a bidder if a ground for exclusion under section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if a ground under section 95(4) applies. When submitting the bid, the bidder must confirm that no exclusion grounds apply. Before signing the contract, the contracting authority will verify the absence of the section 95(1) grounds on the basis of evidence.

Qualification criteria and exclusion grounds

The bidder must have a valid operating licence on the date of submission for providing outpatient vascular surgery services, outpatient vascular surgical services or outpatient cardiovascular surgery services at the place where the service will be provided. If the bidder also wants to provide day surgery vascular surgery services, the operating licence must also cover day surgery cardiovascular surgery services, day surgery vascular surgery services or day surgery vascular surgery services and anaesthesiology services. If the bidder also wants to provide inpatient vascular surgery services, the operating licence must cover cardiovascular surgery services and anaesthesiology services, including level III intensive care, and the licence must state that the bidder is a special hospital or a local hospital. For 2025, the bidder’s net turnover from healthcare services must be at least EUR 73,784. If day surgery vascular surgery services are also offered, an additional EUR 45,161 is required. If inpatient vascular surgery services are also offered, an additional EUR 269,385 is required, on top of the amounts above. The turnover requirement is calculated per one doctor working full-time in outpatient care and increases proportionally with the number and workload of doctors offered. The bidder must have provided at least 50 outpatient vascular surgery services in the 12 months before the date of the decision to announce the tender. If day surgery vascular surgery services are also offered, the bidder must have provided at least 12 such services in the same period. If inpatient vascular surgery services are also offered, the bidder must have provided at least 12 inpatient vascular surgery services in the same period. If day surgery services were provided on a paid basis, copies of the discharge summaries for those services must be submitted with patient personal data masked. The bidder must also have provided e-consultations in the offered specialty during the 12 calendar months before the month of the tender announcement decision, or must be ready to provide e-consultations through the health information system by the bid deadline, where this is required by law for the specialty. The bidder must submit the completed bid form, doctors’ confirmation, healthcare institution confirmation and any other documents required in the bid form. If the bid is a joint bid, a power of attorney from the joint bidders must be attached. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the tender documents.
