Design of the reconstruction of the building technical systems at Pikk Street 20

The bidder must confirm that neither the company nor its directors, managers, supervisory board members, authorised representatives or controlling persons is subject to exclusion grounds. These include final convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or other forms of trafficking, and enabling the illegal employment of foreign nationals. The bidder must not have outstanding tax or social security payment obligations, unless the obligations have been paid or a binding repayment arrangement has been concluded. Other exclusion grounds include breaches of environmental, social or labour law, bankruptcy, insolvency or liquidation proceedings, agreements with creditors, comparable insolvency situations, assets administered by a liquidator or court, suspended business activities, serious professional misconduct, anti-competitive agreements, an unavoidable conflict of interest, involvement in preparing the procurement in a way that creates an unfair advantage, serious or repeated failure to perform previous public contracts, submission of false or misleading information, failure to provide required information or documents, attempts to obtain confidential information or improperly influence the contracting authority, and corruption in connection with the procurement. The bidder must also confirm that concluding the contract would not breach international or Estonian sanctions, that it has not been convicted of tax offences where this ground applies, that it has no relevant local tax debt to the municipality of the contracting authority, and that it is legally entitled to submit a tender. Where applicable, the bidder may provide evidence of remedial measures demonstrating restored reliability.

The bidder must have completed at least two design contracts during the 36 months preceding the start of the procurement. The contracts must have involved the design of building technical systems or the reconstruction design of existing building technical systems at least through preliminary and detailed design stages, and must have resulted in a building permit issued under Estonian law or an equivalent foreign permit or administrative act. At least one contract must have involved compliance with heritage protection or cultural heritage special conditions. The relevant buildings must have been museums, libraries, entertainment venues, offices, educational or healthcare buildings, or other public buildings. The bidder must submit a list of the completed contracts stating the contract dates, short description, building use, client name, email address and telephone number; the procurement reference number must also be provided for contracts awarded through public procurement. Information on heritage protection or cultural heritage special conditions must be included for at least one contract. At the contracting authority’s request, the bidder must provide client confirmation and, where necessary, additional explanations, data or documents within five working days. The proposed team must include a project manager, water supply and sewerage engineer, heating, ventilation and cooling engineer, electrical engineer, fire and security alarm specialist, and cultural heritage specialist. The project manager must hold at least a Level 7 qualified construction engineer qualification with a relevant building-construction and design specialisation, or a Level 7 authorised architect qualification, or an equivalent qualification. During the five years preceding the start of the procurement, the project manager must have managed at least one relevant technical-systems design or reconstruction-design project covering the preliminary and detailed and/or working design stages, complying with heritage protection or cultural heritage special conditions, resulting in a building permit or equivalent act, and concerning a public-type building. The water supply and sewerage engineer must hold at least a Level 7 qualification for preparing building water supply and sewerage designs. The heating, ventilation and cooling engineer must hold at least a Level 7 design qualification. The electrical engineer must hold at least a Class B competence certificate and higher education in electrical engineering, or at least a Level 7 electrical engineer qualification in design. The fire and security alarm specialist must hold at least a Level 6 security-systems designer or fire-safety expert qualification. The cultural heritage specialist must hold a valid competence certificate issued by the National Heritage Board for preparing conservation and restoration designs for monuments and buildings located at World Heritage sites, or an equivalent qualification. One person may perform up to two of the specialist roles if they meet both sets of requirements; the project manager may perform only the project manager role. For qualifications issued in Estonia, the bidder must provide the data needed for verification in the public professional-qualification register. For qualifications issued outside Estonia, the bidder must submit a copy of the qualification document and confirmation from a competent Estonian authority that the foreign qualification is equivalent. The project manager’s CV must be submitted using Annex 3 and the other specialists’ details using Annex 4. The tender must follow the required price structure, accept all procurement-document conditions without reservations, include any required joint-tender authorisation, identify and justify any trade secrets, and include the contracting authority’s written confirmation of the mandatory site visit to Pikk Street 20 in Tallinn held on 5 October 2026 at 13:00. The confirmation must identify the attending person and the date; a tender submitted without the prior visit will not be considered. The bidder must also confirm compliance with the procurement requirements and provide evidence of equivalence where an equivalent solution is proposed.
