Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The contracting authority may verify the information in public registers. The exact exclusion grounds and any acceptable evidence must be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 2 sales contracts for similar goods within the last 36 months, with each contract worth at least EUR 250,000 excluding VAT. The contracting authority considers jackets, coats, trousers and overalls to be similar goods. As preliminary evidence, the bidder must confirm this experience in the ESPD and, if requested, provide a list of completed contracts with their value, signing dates and details of the other contracting party. The bidder must also submit manufacturer product information or other documents proving that the offered products comply with the technical specification and standards. In addition, the bidder must submit the delivery-time form provided by the contracting authority and confirm that all quantities can be delivered within the maximum deadlines set. If an equivalent solution is offered, it must be explained and supporting evidence must be attached.
