Comprehensive communications consultancy, campaign and event services

Summary

The tender is for 15 months of communications, advertising, educational and image-building services for Centralny Ośrodek Informatyki (COI). Services will be commissioned as needed and may include communications strategy and advice, public relations and media relations, social media, content and employer-branding services, video and advertising-material production, campaign planning and delivery, media buying, event organisation and personal-brand development. The audiences are citizens, local authorities and the media. The contract will run for up to 15 months or until its remuneration ceiling is exhausted, whichever occurs first. Bidders must submit an initial campaign concept promoting the Map of a Citizen’s Life project. The concept will be evaluated, but its preparation is unpaid and it will not be used as ready-made campaign material. Bids are assessed on price (40 points), campaign concept (50 points) and additional personnel (10 points). The concept must address strategy and audiences, the creative idea, activities and channels, and measurement of results including KPIs. The bid guarantee is PLN 5,000. The contract is not divided into lots, and only one bid may be submitted. To qualify, bidders must demonstrate the required communications-services experience and provide a competent team covering ten specified roles. The selection requirements include three contracts worth at least PLN 200,000 gross each, performed within the last three years, and role-specific experience for each team member. Initial declarations and the campaign concept must be included with the bid; the highest-ranked bidder will later be asked for service and personnel lists and supporting evidence. Campaign materials require the contracting authority’s approval before publication. Digital materials must meet public-sector accessibility requirements, and personal-data processing must meet data-protection and security requirements.
