Construction of household wastewater treatment plants outside the agglomeration in Osieck municipality
Summary
The contract covers the design, supply, installation and commissioning of 27 biological household wastewater treatment plants in dispersed settlements in Osieck municipality, under a design-and-build arrangement. The contractor must, among other tasks, investigate soil and groundwater conditions, prepare designs and geotechnical documentation, obtain the necessary approvals and permits, install the treatment plants with electrical connections and a solution for discharging treated wastewater into the ground or a watercourse, reinstate surfaces, train users, and provide as-built and testing documentation. Certified laboratory wastewater test results must be supplied for at least five locations selected by the contracting authority. The plants must comply with standard PN-EN 12566-3+A2:2013 and bear CE marking, or compliance must be demonstrated for an equivalent solution. The main tender terms require completion within up to 13 months, including completion of the design stage within three months and construction by the end of December 2027. The draft contract gives different 14- and 15-month deadlines, so bidders should verify the applicable schedule in the official tender documents. The documents also show inconsistent quantities by plant capacity: the tender terms state 19, 6 and 2 units for households of 3, 4 and 6 people respectively, while the bid form states 18, 6 and 3. Evaluation is based on price (60%) and the offered warranty and defect-liability period beyond 36 months (40%). The bid guarantee is PLN 10,000; the successful bidder must provide performance security equal to 5% of the total bid price before signing the contract. Bids must be submitted electronically.
