Preparation of design and cost-estimating documentation and obtaining a building permit for the Wolski Cultural Centre building
Summary
Wolski Cultural Centre is procuring design and cost-estimating documentation for the refurbishment of Section B of its building at 85 Obozowa Street in Warsaw, together with the required consultations and the final building permit. The project covers a total of 518.44 m²: the ground floor of Section B, specified rooms on the first floor, basement heating-plant and lift-shaft solutions, and related outdoor areas. The building is listed in the municipal heritage register, so heritage-authority approvals must be addressed. Construction works, equipment supply and installation are not part of this contract. The work is divided into four stages: surveying the existing conditions and preparing an architectural concept; carrying out surveys and expert assessments, preparing site and architectural-construction designs, obtaining approvals and submitting the building-permit application; producing technical and detailed designs for all disciplines, interior and acoustic designs, accessibility and safety documentation, bills of quantities, investor cost estimates and works specifications; and managing the administrative procedure through to the final building permit. The deadlines from contract signature are 28, 60, 105 and 135 days respectively. The Stage 3 deadline may be shortened by 7 or 14 days in the offer. Stages 3 and 4 may run in parallel, and the tender documents provide for exclusions when calculating delays caused by independent building-permit proceedings. Bidders must demonstrate the required previous design experience and provide a qualified team of architectural, structural, sanitary and electrical designers. The offer must include the required offer form and declarations; the bidder ranked highest may be asked for evidence of experience and staff qualifications. Offers must be submitted electronically. Evaluation assigns 80% to price and 20% to shortening the Stage 3 deadline. No tender guarantee is required, but before signing the contract the successful bidder must provide performance security equal to 5% of the total offered price. The documentation is subject to a 36-month warranty from acceptance of Stage 4.
