Admission procedure for Wmo day activities in Coevorden and Borger-Odoorn

Summary

The municipalities of Coevorden and Borger-Odoorn are seeking providers of day activities under the Wmo 2015 and, where needed, providers of transport to and from the activity location. The service supports residents who need help with daily structure, participation, social contact, or maintaining and developing skills. Day activities are divided into three levels of complexity: Light, Regular and Heavy. Providers can apply for the municipality and service level(s) they wish to serve. Transport is assessed separately; the municipalities arrange transport for wheelchair users. Providers must be ready to start services on 1 August 2027. Applications must be submitted electronically by 10 December 2026 at 10:00. The maximum term, including extensions, is eight years. The estimated total contract value is €14,501,000 excluding VAT, with a maximum value of €21,751,500 excluding VAT. The 2027 rates per half-day are €46.76 for Light, €59.96 for Regular and €72.69 for Heavy day activities. The daily return-transport rates are €11.20 for distances up to 10 km, €25.43 for distances over 10 km up to 20 km, and €34.78 for distances over 20 km up to 30 km. Applicants must demonstrate experience providing Wmo 2015-indicated support to at least five clients for at least 12 consecutive months and submit a properly completed and signed reference form. They must also provide provider details, information about target groups and locations, and a staff list showing education and conduct-certificate information. Providers must comply with the quality, staffing, client support, transport, reporting and invoicing requirements. If the provider’s turnover under this contract reaches at least €200,000 excluding VAT, 5% of actual turnover must be allocated to Social Return; below that threshold, the provider must make demonstrable efforts toward that objective.
