Voluntary ex ante transparency notice for a contract for the Djuma system

Summary

The Municipality of Helmond intends to enter into an agreement with Visma Circle B.V. for continued use of its existing Djuma case and records management system as a service. The scope covers SaaS provision, maintenance, hosting, management, support, further development and consultancy. The intended start date is 1 January 2027. The initial term is three years, with annual extension options up to 31 December 2034. The maximum contract value is EUR 2,700,000 excluding VAT. This is a voluntary ex ante transparency notice. The contracting authority explains its intention to award the contract without competition by citing technical integration, transition costs and risks to service continuity. The system contains more than 450 workflows, over 280 electronic forms and numerous integrations; the authority considers that there is currently no reasonable alternative. Interested parties may submit a reasoned objection to the proposed award within 20 calendar days of publication through the TenderNed messaging module.
