Summary

The procurement is for a SaaS solution to create and manage examination questions for Wft financial services examinations and transfer exam content to Facet. The contract will be awarded to one service provider. Its estimated total value is EUR 2,350,000 excluding VAT over 10 years, including possible extensions. The initial term is 7 years, comprising one year for implementation and six years of service, with a unilateral three-year extension option for the contracting authority. The maximum term is 10 years. The bidder must provide a SaaS solution in a dedicated environment for creating different types of examination questions, managing the question bank and exams, and exporting questions to Facet. Technical compliance will be checked through a practical test of 23 functions, including multiple-choice, multiple-select, dropdown and numeric questions, scoring, version control, cases, attachments, question statuses and assignment to exams. Every test item must pass; failure on any item invalidates the bid. Using Form 3, the bidder must provide the test-environment URL, login details and testing instructions. The test uses the offered software as is, with no custom development apart from two temporary test accounts. The solution must be ready for acceptance testing by early July 2027, for the transfer and delivery of questions by early November 2027, and fully implemented by 1 April 2028 at the latest. The successful supplier must, among other things, provide the Facet connection, user training, a secure and reliable service, and the required service levels. The evaluation weights are implementation plan and risk management (38%), training (16%), service and operating conditions (10%), additional features (16%), and total price (20%).
