Framework Agreement for the Solar Park - Energielandschap Lageland

Summary

Zonnepark Meerstad Noord B.V. is establishing a framework agreement with up to three contractors for the Lageland solar park. The framework will run for up to eight years. The highest-ranked tenderer will receive the first specific contract, covering turnkey EPC works and an associated operation and maintenance agreement. The work includes design, equipment supply, construction and civil works, electrical systems, integration, testing, commissioning and handover, including integration and coordination with the intake substation. Phase 1 targets approximately 58.9 MWp of solar PV connected to a 21 MW grid connection, with a target operational date of Q1 2029. Phase 2 is planned to add approximately 142.3 MWp. It is not being awarded now and may be called off through a mini-competition among the three framework contractors, indicatively around 2032–2033; the client is not obliged to order it. The park site covers approximately 175 hectares of wet peatland. The O&M agreement runs for 10 years from handover, with a unilateral client option to extend it by five years. This is a restricted procedure. Up to six candidates with the highest scores among those meeting the requirements will be invited to submit tenders. The deadline for requests to participate is 29 October 2026 at 16:00. Applicants must demonstrate, among other things, the required financial standing, solar-park construction and maintenance experience, management systems and insurance. Tenders will be evaluated on price and quality, including capital expenditure, delivery time, maintenance costs, and energy-yield and performance guarantees.
