2025-0406 Gasthuiswijk neighbourhood renewal – Haagweg Zuid, phase 4
Summary
The tender concerns the renewal of public space in Gasthuiswijk–Haagweg Zuid, phase 4, in Leiden. The selected contractor will first work in a two-phase building-team arrangement to develop the fixed design into an execution-ready RAW specification, drawings, planning, phasing, traffic and accessibility measures, and a risk file. The subsequent works include approximately 2,000 linear metres of separated sewerage, redevelopment of approximately 18,000 m² of public space, climate adaptation, greening, work near a live high-voltage route, provision for a future district heating network, and low-emission and circular construction. The estimated value of both phases is approximately EUR 5,000,000 excluding VAT, comprising a building-team budget of EUR 150,000 and an execution budget of EUR 4,850,000. The restricted procedure will select five candidates for the award phase. Participation requests must be submitted by 29 September 2026 at 10:00. The award phase is based on quality: the building-team approach and clarity of roles count for 30%, buildability, phasing and stakeholder management for 35%, and verification, cost control and delivery assurance for 35%; price has a 0% weighting. The contractor must also meet the specified insurance, experience, certification and documentation requirements.
