Wmo Tailored Experience-Oriented Group Support
Summary
The contracting authority is establishing a semi-open-house arrangement for Wmo tailored group support with an experience-oriented focus in the municipalities of Waadhoeke and Harlingen. Providers may apply for separate lots for group support and for regular or wheelchair transport; transport may only be combined with group support. The service is intended for adults with serious and demonstrable cognitive, psychological, psychosocial or physical limitations who cannot independently participate in work, volunteering, welfare activities or general services and need a safe, structured group environment. The provider must deliver professional group support, normally at a ratio of one qualified professional to six participants and up to 24 hours per week. The current 2026 rates are EUR 14.23 per hour for group support in both municipalities, EUR 24.04 per day for regular transport and EUR 38.77 per day for wheelchair transport. Annual indexation may first be applied from 1 January 2027. Participation requires a complete application package, including an action plan, the European Single Procurement Document, references, a declaration concerning Russian involvement, the application form, liability insurance, quality evidence, a recent business-register extract and a day-activity permit. The provider must also meet detailed staffing, premises, safeguarding, transport, insurance, digital administration and quality requirements. The service must focus on participation, daily structure, self-direction and social inclusion; participants may not be used for commercial production or work comparable to ordinary employment. Providers must use the required digital care-administration arrangements for receiving assignments and submitting claims.
