Provision of bridge and lock operators

Summary

The tender seeks one contractor to provide Gouda Municipality with a permanent pool of certified bridge and lock operators for 19 bridges and locks, including scheduling, training, certification maintenance and replacement during sickness or leave. Services will be delivered both on site and partly by remote operation; the estimated annual volume is approximately 12,384 hours. The framework agreement runs for 2 years and may be extended twice by 1 year. Its maximum value, including extensions, is EUR 2,500,000. The bidder must submit the tender electronically in Dutch by 15 October 2026 at 10:00. Awarding is based on the best price-quality ratio: the tender price is assessed together with the availability and replacement of the staffing pool, recruitment and training, planning and quality assurance, and implementation and exit plans. The bidder must also meet a Social Return obligation equal to 5% of payroll costs.
