Traffic management measures

Summary

This open procedure seeks one framework contractor for traffic management measures in and around infrastructure works in Zoetermeer, excluding work-zone closures that remain the responsibility of the civil works contractor. The scope includes standard measures in accordance with CROW 96B, traffic measures for events and traffic marshals. The framework has an initial term of 2 years, with two possible 1-year extensions. The municipality gives no purchase or turnover guarantee and caps the total value, including extensions, at €5,000,000. Bids must be submitted electronically by 17 September 2026 at 12:00. The award is based on best price-quality ratio: price carries 400 points and quality 600 points. The quality submission must address cooperation and two traffic-management case studies. The contractor must also meet detailed legal, safety, quality, environmental, certification, reference and social-return requirements.
