Participation Component of the Self-Reliance Route (Z-route) – Municipality of Zwolle

Summary

The Municipality of Zwolle is procuring the participation component of the Self-Reliance Route (Z-route) under the 2021 Integration Act. The contractor must provide 800 hours of tailored participation activities for integration-route participants, supporting self-reliance, language use, social participation and, where suitable, progression into paid employment. The expected volume is 40–50 trajectories per year. The procurement covers a framework agreement starting on 1 January 2027, initially for two years, with up to two 12-month extensions. The estimated value is EUR 790,000 over the full possible term and the maximum value is EUR 1,100,000. The submission deadline is 16 October 2026 at 23:59. The tender must include an all-inclusive price per trajectory, not exceeding EUR 4,500 excluding VAT. The contractor must also allocate 5% of the invoiced contract value to Social Return activities.
