Engagement of external consultants and specialists (high segment)

Summary

The tender seeks one provider for a framework agreement covering the engagement and secondment of external consultants and specialists in the high segment, generally for hourly rates above EUR 120 excluding VAT. The provider will recruit and select candidates, handle administrative and legal checks, payroll, taxes, social contributions, absence management, invoicing and management information, including cases where NDW proposes candidates itself. The framework agreement is planned for 18 months, with the possibility of one 12-month extension. Its indicative value, including extension options, is EUR 8,000,000 excluding VAT. The tender is for one lot and one framework contractor. Bids must be submitted electronically in Dutch by 14 October 2026 at 12:00. Variants are not allowed and the bid must remain valid for at least 90 calendar days. The award is based on the best price-quality ratio: the fixed recruitment or secondment mark-up accounts for 60% and the proposed support approach for 40%. The support approach must be no longer than one A4 page and explain contractual administration, the process for evaluating and onboarding candidates proposed by NDW, and communication and reporting.
