Location management and support for displaced Ukrainians

Summary

The tender concerns location management and support services for displaced Ukrainians at four accommodation sites in the municipality of Haarlemmermeer. The work includes daily on-site management, practical and social-emotional support for residents, needs assessment, referrals to services, activity planning, monitoring of cases and risks, and cooperation with the municipality, security services, hotel management and other partners. At the start of the contract, 264 hours of support services and 78 hours of location management are planned per week. The contract runs from 1 April 2027 to 4 March 2028 and may be extended three times for 12 months. Tenders must be submitted electronically by 20 October 2026 at 12:00. The award is based on the best price-quality ratio: G1 carries up to 20 points, G2 up to 40 points, G3 up to 10 points and price up to 30 points. The bidder must submit a compliant tender, the required declarations, a register extract, references, the price sheet and quality descriptions. Contract performance also includes a 3% social-return obligation, data-protection and information-security requirements, and continuity through qualified personnel.
