Digitisation of archival material

Summary

The tender concerns the digitisation of archival material for Noord-Hollands Archief. The services include collecting material from the archive depot, preparing it for digitisation where necessary, scanning, quality control, batch delivery of digital files and returning the original material. The expected volume is approximately 800,000 scans per year. The initial framework agreement term is 3 years, with an option for the contracting authority to extend it by up to 12 months. One framework contractor will be appointed. The bidder must be able to process both bound and loose-leaf archival material, including large A0 and A1 formats. Scanning must comply with requirements including 300 ppi resolution, cropping that preserves the complete original with a 10–20 pixel margin, correct reading direction and the original sequence. Files must be delivered in batches, with data integrity, specified file naming, checksums and quality controls ensured. The bidder must provide compliant references, or one reference covering both core competences, evidence of an ISO 9001:2015 or equivalent quality system, evidence of ISO 27001:2023 or equivalent information security, and business liability insurance. The tender must be submitted by 20 October 2026 at 10:00. Tenders will be evaluated on the best price-quality ratio: work processes and quality 50 points, cooperation and continuity 30 points, and price 20 points. All physical activities and storage of archival material must take place in the Netherlands.
