Bridge operation and harbourmaster services

Summary

The tender concerns bridge operation and harbourmaster services for Almelo municipality at three bridges: Javabrug, Eilandsbrug and Dollegoorbrug. The contractor must organise the complete service, including planning, coordination and supervision of bridge operators, ensure continuous service and maintain shipping and incident records. The main season runs from 1 April to 30 September; outside the season, 8 hours per week are required. During normal operating hours, the waiting time at a closed bridge may not exceed 20 minutes, and an absent bridge operator must be replaced within one hour at the latest. The contract runs from 1 April 2027 to 31 March 2030 and may be extended up to three times for two years. Tenders must be submitted electronically by 15 October 2026 at 12:00. Price carries 50 points and quality responses 50 points; the quality submission must address work organisation and service continuity in no more than three A4 pages. The contract also includes a 2% social-return obligation.
