Safehouse service

Summary

The procurement concerns Safehouse services for the municipalities of Apeldoorn, Brummen, Epe, Hattem, Heerde and Voorst, covering temporary protected accommodation and recovery-oriented support for adults aged 18 and over with serious substance-use problems. The service must provide a fully abstinent zero-tolerance living environment, a structured group-based recovery programme using the 12-step Minnesota model, planned and unplanned support, 24/7 availability and a pathway towards independent living. The indicative contract period is 1 April 2027 to 31 December 2030. Applications must be submitted electronically in Dutch by 31 December 2030 at 08:30; variants and electronic catalogues are not permitted, and electronic invoicing is required.
