Provision of youth and family workers

Summary

The tender concerns the provision of youth and family workers for the Municipality of Heerenveen’s Youth and Family Team. Because staffing needs may vary, the municipality will use a flexible pool of workers of up to 6 FTE. The framework agreement is planned for two years from 1 January 2027, with two possible one-year extensions. The contractor must recruit and provide suitable workers, respond within one hour to urgent requests and within five working days to regular or long-term replacement requests, and support digital administration, invoicing and reporting. At least 2% of the contract value must be spent on unemployed jobseekers and/or young people under the applicable Social Return requirement. Quality accounts for 70% and price for 30% of the evaluation.
