Cyber Exercise

Summary

The tender concerns the development and delivery of a government-wide cyber exercise for ICTU. The services include developing a current and realistic scenario and script, preparing and briefing a crisis team, running the exercise, creating exercise inputs, supporting hybrid participation, directing the event, producing a digitally accessible trailer and exercise materials, conducting a dry run, and evaluating the exercise and its preparation. The exercise must address cyber crises, societal impact, cooperation across organisational chains, government crisis procedures and, where necessary, the crisis structure of the Caribbean part of the Kingdom. This is a restricted procedure with a participation stage followed by a tender stage. Up to five candidates will be invited to the second stage. The deadline for participation requests is 28 September 2026 at 12:00. The maximum estimated framework-agreement value is EUR 750,000 excluding VAT; the estimated value over the full term is approximately EUR 500,000 excluding VAT. The framework agreement will initially run for one year and may be unilaterally extended three times for one year each. The participation request must be submitted electronically in Dutch, as separate required documents and signed by an authorised representative. No tender guarantee is required and variants are not allowed.
