Solar panels and energy storage

Summary

The procurement covers the design, supply, installation, commissioning and handover of solar panel installations and saltwater energy storage systems at five Veiligheidsregio Rotterdam-Rijnmond locations in the Rotterdam area, with an optional sixth location in Barendrecht. The indicative scope is approximately 210 kWp of solar panels and 125 kW of battery storage across five buildings. The contractor must provide engineering, work preparation, safety measures, coordination, documentation and a functioning monitoring system, and must complete the installations within 9 months of award. Management and maintenance are required for 15 years, with the contracting authority entitled to terminate annually after the first four contract years. The estimated contract value is EUR 457,488 excluding VAT. The tender deadline is 8 October 2026 at 16:00. The contract is awarded using the best price-quality ratio: price has a 74% weighting and quality a 26% weighting. The offer must be unconditional, submitted in Dutch, and variants or multiple offers are not permitted.
