Medical waste management
Summary
Vidzemes Hospital is procuring, for 24 months, the receipt, recording, labelling, regular collection and compliant recovery or disposal of medical waste generated at its hospital in Valmiera. The waste includes sharps, anatomical waste and blood, infectious and other healthcare waste, hazardous chemicals, and medicines. The estimated total quantity is approximately 70,000 kg: 66,000 kg in classes 180101, 180103 and 180104; 2,000 kg in class 180102; and 2,000 kg in classes 180106, 180108 and 180109. These quantities are estimates and may vary according to actual needs. Collection is normally required once or twice a month; urgent collection must be arranged within 48 hours of request. The contractor must provide at least 30 labelled, closable, clean and disinfected containers, each with a capacity of at least 700 litres, and replace them with equivalent empty containers at every collection. Waste will be weighed using the contractor’s verified and calibrated scales in the presence of a hospital representative. Waste may not be handled or containers emptied on hospital premises; only loading the containers is allowed. The contractor must train hospital staff once a year in hazardous-waste handling and sorting. Waste management must comply with applicable Latvian and European Union requirements. Eligible bidders must hold the required waste-management registrations and permits and have at least one medical-waste management reference contract worth EUR 20,000 or more from 2023–2026. The bid must include the required qualification evidence, a technical offer and a financial offer. It must be submitted electronically in Latvian, and the price must include all contract-related costs and remain unchanged throughout the contract. The contract will be awarded to the compliant bidder offering the lowest price.
