Maintenance and repair of heating, water supply and sewerage systems

Summary

The tender covers technical maintenance of heating, water supply and sewerage systems and equipment, planned and emergency repairs, and a 24-hour emergency service at Riga State Technical School’s buildings. The work is divided into four location-based lots in Riga, Olaine, Kraslava and Limbazi. Bidders may submit for one, several or all lots, but must cover the full service scope of each lot bid for. The maximum amounts for the full contract period are EUR 27,000, EUR 7,000, EUR 4,500 and EUR 3,499 respectively, excluding VAT; the combined maximum for all lots is EUR 41,999. Services will be provided for 12 months, with one possible extension of up to 12 months by written agreement, for a maximum total term of 24 months. The bidder must demonstrate the required previous experience and provide certified specialists for water and sewerage works and for heating, ventilation and air-conditioning works, as well as at least two plumbers with the required experience. The bidder must also provide call handling, dispatch and emergency services around the clock and meet the emergency team response times specified for each lot in the technical specification. Qualification evidence and separate technical and financial offers must be submitted. Each lot is evaluated separately: planned and specific emergency work costs are worth up to 30 points, the emergency work hourly rate up to 10 points, and routine maintenance costs up to 60 points. Bids must be submitted electronically in Latvian.
