Maintenance and modernisation works for the AP-HP Sorbonne University Hospital Group

Summary

The procurement covers maintenance and modernisation works at seven sites of the AP-HP Sorbonne Université hospital group. The work is divided into 56 separate lots, including masonry and flooring, painting, suspended ceilings, joinery and metalwork, external building elements, roofing and waterproofing, electrical works, heating and ventilation, plumbing, medical gases, asbestos removal, external infrastructure and other hospital maintenance work. Bidders may tender for all lots. A separate single-supplier framework agreement will be awarded for each lot, with a maximum value and no minimum value. For each lot, bidders must meet the applicable minimum annual turnover and hold the required professional qualification or prove equivalent capability, including through comparable project references. Each tender must include a signed contract commitment form, a completed unit-price schedule in Excel and PDF, the required technical memorandum and requested product data sheets. For lots 1, 5, 7, 8 and 13, provide evidence that the relevant staff are authorised to work on asbestos-containing materials under Subsection 4. Tenders must be submitted electronically and cover all work requested for the relevant lot; variants are not permitted. The framework agreements are scheduled to start on 1 September 2027, run initially for 12 months and may be extended three times for 12 months, for a maximum total term of four years. The tender deadline is 2 November 2026 at 12:00; the deadline for questions is 23 October 2026 at 12:00, and the deadline for optional site visits is 19 October 2026 at 12:00. Evaluation awards 55 points for technical quality, 40 for price and 5 for environmental performance. Technical quality is assessed by the suitability of staffing and organisation, the proposed work methods, and the proposed products and materials.
