Framework agreement for maintenance of generators serving the armed forces in French Guiana

Summary

The procurement is for a single-supplier framework agreement to maintain generators at French Guianese military sites that are not connected to the public electricity grid. The work includes preventive checks, servicing, corrective repairs and spare-parts arrangements, and may also involve supplying generators and batteries or carrying out higher-level maintenance. The sites include CEFE in Regina, Camp Maric in Camopi, Saint Joseph Island and Rémire-Montjoly. The agreement runs for one year and may be renewed for a total term of up to four years; its maximum value over four years is EUR 4,000,000. It will be performed through orders and subsequent contracts. Bidders must submit an offer for the base solution and both optional services. Option 1 provides full-guarantee maintenance, with no limit on the cost of spare parts. Option 2 provides a site visit every 10 days and a two-day on-site presence, excluding travel time, with a EUR 500 parts excess. Price accounts for 40 points and technical merit for 60; an offer must score at least 30 out of 60 for technical merit to remain in the final ranking. The technical submission must cover, among other things, the team, comparable work in French Guiana, fault-response arrangements, scheduling, spare-parts availability, the maintenance-management system and waste management. Participation also requires the specified qualification and company documents, and personnel working on site must hold the required electrical qualification.
