High-security-class hydrographic surveys – multibeam surveys under a framework agreement
Summary
The procurement establishes a framework agreement for collecting high-security-class seabed depth data using multibeam surveys in the Gulf of Finland, the Archipelago Sea and the Åland Islands, and for processing the collected data. Survey areas include archipelagos and open sea, with depths ranging from 2.5 metres to approximately 200 metres. Results must meet Traficom’s quality requirements, based on the international IHO S-44 standard. The data is classified as TLIII (Confidential); the service provider must hold a valid Facility Security Clearance issued by its home country’s national security authority. For a foreign provider, a valid security agreement between Finland and the provider’s home country is also required. TLIII data may not be taken outside Finland without permission, and the contracting authority will conclude a security agreement with the provider. Orders depend on annual budget appropriations; the framework agreement guarantees neither orders nor exclusivity.
