Business impact assessment – small infrastructure projects
Summary
The City of Turku is conducting a market consultation to prepare a framework agreement for small infrastructure works. This is not a contract notice or an invitation to tender; businesses are being asked to comment on the business impacts of the planned procurement. The anticipated works include small demolition works in traffic and green areas, construction of pavement layers, paving, landscaping, installation of traffic control equipment and lighting works. The work may also include minor replacement investments at sports facilities, completion works in planned development areas, auxiliary work, machinery work related to events and lifting work. The planned contract period is from 1 March 2027 to 28 February 2029, with an option for a further two years. The estimated procurement value is approximately EUR 5 million, but the city does not commit to ordering any specific volume or value. Two framework partners are planned, with work volumes divided approximately equally between them. The possibility of holding mini-competitions for works valued above EUR 150,000 is still under consideration. The procurement is not planned to be divided into lots. Responses to the market consultation do not bind respondents or the city. Feedback is requested through the linked form, and a market dialogue is planned for 14 October 2026.
