Maintenance and emergency call-out services for traffic management equipment and outdoor lighting
Summary
The procurement seeks a service provider to maintain the traffic management equipment of the City of Vaasa and Fintraffic Tie Oy, maintain Vaasa’s outdoor lighting, and provide 24/7 emergency call-out services for these systems. There are three bidding options: maintenance and emergency call-out for traffic management equipment; outdoor lighting maintenance and emergency call-out for traffic management and lighting systems; or a combined bid for both parts. Traffic management maintenance covers 54 signalised intersections in Vaasa and Fintraffic Tie Oy equipment in Kokkola, Ilmajoki, Kauhava and Kurikka. The work includes maintaining traffic signals and other traffic control, monitoring, supervision and payment systems, as well as procuring the necessary software, equipment and supplies. A 24/7 emergency call-out service is required for Fintraffic Tie Oy’s signalised intersections outside Vaasa. The response time is 3 hours in Kokkola and 2 hours in Kauhava, Kurikka and Ilmajoki. The outdoor lighting part covers maintenance of a network of approximately 19,000 lights, as well as upkeep of the lighting database and reporting. In the event of a traffic accident or another incident posing an immediate electrical, personal or property safety risk, the system must be made safe without delay. For emergency calls concerning Vaasa’s outdoor lighting and traffic management equipment, the on-call technician must reach the site within one hour, 24/7. A damage report with photographs must also be prepared. The contract is expected to begin no later than 1 January 2027. Vaasa’s part may begin in November or December 2026 if the service provider is ready and the parties agree. The tender submission deadline is 30 October 2026.
