Device procurement as a service (DaaS)

Summary

Tullinkulman Työterveys Oy is procuring devices as a service (DaaS) for use by two companies: workstations and monitors, and mobile phones. Bidders may submit an offer for either or both service areas; each will be evaluated and awarded separately. The workstation range includes new and refurbished 13- and 14-inch laptops, all-in-one and mini desktops, and 24- and 27-inch docking monitors. The mobile-device area covers two 5G Enterprise Edition smartphone models, requiring at least Android 16 and security updates through at least 2031 or 2032, depending on the model. Devices and agreed services must be supplied as an all-inclusive monthly service per device, without requiring the customer to enter into a financing or leasing agreement. The service includes ordering, delivery, lifecycle management, required pre-installation, support, warranty handling, and secure data erasure and recycling at the end of the contract. The initial contract term is two years, followed by an indefinite term. Price accounts for 90% of the evaluation score and quality for 10%. Bids and required documents must be submitted in Finnish through HILMA by 28 October 2026 at 12:00. Bidders must submit an ESPD and at least three comparable references for device deliveries in a DaaS environment serving at least 300 users.
