Request for information – Electronic system for managing kinship care, family care, foster care and support relationships in social welfare

Summary

This is a market consultation and request for information conducted under Section 65 of the Finnish Act on Public Procurement, not a contract notice or an invitation to submit a tender. The contracting authority is seeking information about a Finnish-language, production-ready or nearly ready SaaS system for comprehensive management of contracts and services relating to kinship care, family care, foster care and support relationships for clients of all ages. The solution should be usable without significant customization, implementable within a reasonable timeframe and capable of supporting the entire wellbeing services county as one integrated solution. The system is expected to cover contract lifecycle management, remuneration and payroll calculation and payment, leave management, expense reimbursements, customer invoicing, work schedules, substitute management, authority notifications, reporting, configurable electronic forms and user communications. It should also support electronic services for carers, time recording and approval, employer obligations, document submission and location-based searches. Technically, the solution must be browser-based, support information security and data protection requirements, be scalable and provide an API for integrations, primarily through Meita’s integration platform. Respondents are invited to comment on the planned procurement, and the contracting authority may hold follow-up discussions. The response deadline is 25 September 2026.
