Invitation to market dialogue and request for information: master planning software procurement

Summary

This is a market dialogue and request for information, not a call for tenders or a contract award procedure. The City of Espoo is preparing a service-based geographic information software solution for producing, managing and publishing data-model-based master plans in accordance with the Ryhti system requirements and the Act on the Built Environment Information System (431/2023). The solution is expected to include software licences, a database for Ryhti master-plan objects, implementation and adaptation for Espoo, application maintenance, possible additional purchases, and further development and expert services. Desired functions include master-plan design and production, geospatial analyses, digital workflows, reporting, user-role and access-right management, and file-based data transfer to Ryhti through Trimble Locus. The solution would have approximately 25 main users. Responses to the information request are due by 16 September 2026 at 09:00 UTC. The planned market dialogue may include online meetings during weeks 40–41, piloting of up to three software solutions in October–November 2026, and electronic commenting on draft procurement documents in November–December 2026. The actual procurement is planned for spring 2027, with implementation potentially beginning in autumn 2027 and the new system entering use in spring 2028.
