Request to participate: procurement of comprehensive financial and payroll administration services

Summary

The procurement concerns a comprehensive financial and payroll administration service for Jätekukko Oy. One provider will be selected to deliver reliable, secure and continuously developing services covering accounting, consolidated accounting, financial statements, tax matters, fixed-asset accounting, payroll administration, statutory reporting, payment processing, reporting and related support services. The service also includes implementation and transition from the current provider, data migration, system integrations, reporting models, possible parallel runs, user training, go-live and enhanced post-implementation support. The estimated scope covers 50–60 employees, 60–70 payroll runs per month, 3,500 purchase invoices per year, 100–200 travel and expense claims per year, approximately 400,000 sales invoices per year, 550 accounting vouchers and 50 fixed-asset vouchers per year. The applicable collective agreement is KT’s YTES. The service must support the stated systems and integrations, including the BOOMI integration platform and an API interface with Accuna, with details to be refined during negotiations. Optional services may include sales ledger management, financial analytics and dashboards, automation and development, legal and tax advisory services, and electronic archiving. The procurement uses a negotiated procedure. The participation stage requires a participation application rather than a preliminary tender, and partial or alternative tenders are not permitted. The contract is initially fixed for two years and then continues indefinitely; the estimated start is March 2027. The most economically advantageous tender will be selected using a price-quality ratio: price accounts for 70–90% and quality for 10–30%. Price comparison covers implementation, fixed monthly financial administration, payroll and other separately priced services, while quality may cover team experience, customer and employee satisfaction, expert support, systems, integrations and related capabilities.
