Training, Support and Customer Registry Management System (KARE)

Summary

The tender covers one integrated cloud-based SaaS system, KARE, including implementation, data migration, mandatory integrations, documentation, training, testing, support, maintenance and possible further development. The solution must support training and event management, customer and organisation registers, administration of TJS support applications, creation of invoicing data, reporting and access for external organisations. The bidder must provide the complete solution from one supplier; partial and alternative tenders are not permitted. Mandatory integrations include Procountor, the WordPress website and migration from the existing system. Optional pricing may be provided for KOSKI, strong electronic identification, the learning environment, Teams, electronic signatures, and newsletter and email marketing integrations. The tender deadline is 9 October 2026 at 16:00. The tender and its annexes must be submitted in Finnish. Price accounts for 35% and quality for 65% of the evaluation. Quality assessment covers team experience, reference-customer satisfaction, scoreable functionality and a project plan of up to 20 pages. The bidder must meet all 183 mandatory requirements and provide exactly three eligible references, the required key personnel, turnover of at least EUR 200,000, sufficient creditworthiness and valid liability insurance.
