Maintenance of alarm systems and call-out services for Cuenca provincial buildings

Summary

The tender covers maintenance of the Diputación de Cuenca’s provincial-building intrusion alarm systems, including alarm reception and verification by an alarm receiving centre, keyholding and call-out attendance. The work also includes preventive and corrective maintenance of alarm systems, maintenance of video-surveillance equipment, user support, and installation of new alarm and video-surveillance systems at sites that do not yet have them. Services cover several provincial facilities and fire stations; the procurement is not divided into lots. The contract runs for 2 years, with two possible extensions of 1 year each. The estimated value is EUR 83,700 excluding VAT; the base tender budget is EUR 50,100 excluding VAT and EUR 60,621 including VAT. Bidders submit unit prices for each site. Price is worth up to 49 points; up to 40 points are available for a 24-hour, year-round security centre or branch within 20 km of Cuenca, and up to 11 points for redundant alarm reception through at least two of these channels: landline, mobile telephone or radio. The bidder must provide a 24-hour alarm receiving centre, keyholding and call-out attendance, and the required security staff, contact person, vehicles, tools and IT equipment. For alarm call-outs involving keyholding, attendance must be under 15 minutes within the urban area, under 30 minutes at sites outside the urban area, and under 60 minutes elsewhere in the province. Fault response must be under 24 hours, with availability Monday through Sunday. Participation requires evidence of the specified financial and technical capacity, a current security-company registration and compliance with the other tender-document requirements. The successful bidder must also provide a definitive guarantee equal to 5% of the contract price excluding VAT.
