Services for Organising the Mieres Christmas Fair

Summary

The procurement covers the services needed to organise the Mieres Christmas Fair in six lots: rental, installation and dismantling of wooden market cabins; security; preparation of a self-protection plan; design and printing of graphic materials; information-desk staffing; and children’s Christmas activities. The fair will take place in Jovellanos Park, Mieres, from 19 December 2026 to 5 January 2027. The initial contract term is one year, with a possible one-year extension. The combined budget limit for the six lots is €38,623.53 excluding VAT (€46,734.47 including VAT), and the estimated total contract value including the extension is €78,062.66 excluding VAT. Bids may be submitted for individual lots, with no restrictions on the lots that may be bid for. Bidders must provide the required registration and compliance declarations and evidence of the financial capacity and experience applicable to each lot. Lot 1 covers up to 16 market cabins plus a storage cabin, including electrical installations, lighting, Christmas decorations and a public-address system. Lot 2 provides one unarmed, duly authorised security guard during the specified hours. Lot 3 requires a self-protection plan prepared and signed by a competent technician. Lot 4 covers original fair designs and production of posters, leaflets, paper bags and an information board. Lot 5 covers visitor information, visitor counts and monitoring the proper use of the facilities. Lot 6 consists of two two-hour Christmas-themed children’s workshops, delivered by at least two monitors. Lots 1 and 6 require technical documentation with the bid; Lot 6 also requires evidence of monitor qualifications, negative criminal-record certificates and valid liability insurance. Award is based on the best price-quality ratio using multiple criteria for each lot. Bids must be submitted through the public-sector procurement platform.
