Accompaniment and transport for social services users in Castalla

Summary

The contract covers weekday accompaniment and transport for users of Castalla’s municipal social services, Monday to Friday, excluding national, regional and local public holidays. The service uses municipal minibuses and transports people with Alzheimer’s disease or disabilities to the AFA centres in Castalla and Onil, users of the El Cerezo centre to Villena, and participants in the JOOP programme to the youth office in Ibi. The contractor plans routes according to users’ needs, arranges pick-up and return journeys, and assists and accompanies passengers during travel, including helping wheelchair users board and securing wheelchairs where necessary. The contract runs for 24 months and may be extended once for up to 12 months. The budget for the initial term is EUR 67,500 excluding VAT and EUR 74,250 including 10% VAT; the estimated total value, including the extension and possible modifications, is EUR 107,133.40 excluding VAT. The maximum hourly rate is EUR 10 excluding VAT, and payment is based on hours actually delivered. Offers are assessed on price for 50 points and social employment commitments for up to 50 points: employing at least one person with a disability of 33% or more is worth 20 points, employing at least one person experiencing or at risk of social exclusion is worth 15 points, and employing at least one woman who has experienced gender-based violence is worth 15 points. The contract is reserved for social-initiative special employment centres and work-integration enterprises. Bidders must demonstrate the required turnover, comparable service experience and suitability of the manager and staff; drivers must hold a valid licence for the relevant vehicle and have at least two years of professional driving experience.
