Supply of 19 GPS devices for conducting on-site inspections

Summary

The tender is for 19 GPS devices used in on-site inspections of agricultural holdings, including locating, measuring and surveying agricultural land. Older devices have become unusable after a GPS calendar reset, so the procurement will renew the equipment used by field inspectors. Each device must meet the technical specification: Android 14 or later with GMS certification, an octa-core processor of at least 2.0 GHz, 4 GB RAM, 64 GB internal storage and microSD expansion up to 256 GB; an outdoor-usable touchscreen of at least 5.5 inches, HD+ resolution of 1920×1080 and 500 nits brightness. It must have IP68 protection, withstand a fall of at least 1.5 metres onto a hard surface and operate from -20°C to +65°C. The device must include software for post-processing, exporting shapefiles and using real-time differential corrections capable of sub-metre accuracy. Its integrated GNSS receiver must be multi-frequency and multi-constellation, have 1,408 channels, a removable antenna and support for an external antenna, and support GPS, Galileo, GLONASS, BeiDou, QZSS and SBAS. RTK accuracy must be no worse than 2 cm HRMS and SBAS accuracy below 1 m HRMS; PPP must be compatible with PPP-B2b, Galileo HAS or an equivalent solution. Third-party Android GIS data-capture applications must be able to access RTK positioning and NTRIP corrections directly through the operating system, without manufacturer-specific software or development. Other requirements include a 13 MP autofocus camera with augmented-reality measurement; 4G LTE, Wi-Fi 802.11 a/b/g/n/ac, Bluetooth and NFC; USB Type-C with OTG; dual SIM or equivalent; a battery of at least 9,000 mAh, over 15 hours of continuous operation and charging to approximately 90% within no more than 3 hours. The device must weigh less than 450 g including the battery and have an integrated full physical QWERTY keyboard with alphanumeric and navigation keys and programmable functions. The supplied accessories must include a charger, USB cable, hand strap, pre-installed screen protector, carrying case and stylus. The estimated contract value is €59,795.09 excluding VAT and €72,352.06 including 21% VAT; the maximum price per device is €3,147.11 excluding VAT. Price is the sole award criterion, worth up to 100 points. Every unit price must be quoted to no more than two decimal places; a missing unit price or a price above the limit leads to exclusion. The bid and required responsible declaration must be submitted electronically with an advanced electronic signature. Documents must be in Spanish or accompanied by an official Spanish translation. Evidence of economic, technical or professional capacity is waived. Delivery is to Mérida within one month of the contractor accepting the award decision; the warranty period is three years.
