Climate-control installation at IES Paco Ruiz de Bigastro

Summary

The contract covers installation of a cooling system on all three floors of the IES Paco Ruiz de Bigastro school building. The works comprise three heat-pump, variable refrigerant volume (VRV) systems using R-410A refrigerant, with one system serving each floor. Outdoor units will be installed on the roof and connected by copper refrigerant pipework and branch lines to indoor cassette units; a programmable thermostat will control each zone. The existing ventilation system with enthalpy heat recovery will remain in use to pre-treat and distribute fresh air to the zones. The works must follow the approved project and be completed within three months. The contract is not divided into lots, and bids must be submitted electronically in one envelope. The maximum bid is €386,082.62 excluding VAT, or €467,159.97 including 21% VAT. Award scoring is based on price, worth up to 80 points, and an extended warranty, worth up to 20 points. The base warranty is one year; it may be extended by up to 24 months, giving a total warranty of up to 36 months. An extension also commits the contractor to provide preventive and corrective maintenance and fault repairs for the installed systems for the extended period. Bidders must meet the registration, financial-turnover and relevant works-experience requirements, or qualify through the permitted contractor classification. A company established less than five years ago may demonstrate technical capacity by having the specified tools and equipment. The successful bidder must submit a work programme and provide a 5% final guarantee, plus an additional 5% guarantee if its offer was initially presumed abnormally low. At least half of the staff assigned to the contract must have permanent employment contracts; within one month of contract signature, the contractor must submit staff details and copies of their Social Security registration and employment contracts. A health and safety plan is required before work begins. Any planned subcontracting must be identified in the bid, with the required subcontractor information.
