Replacement and installation of heliport aeronautical lighting regulators
Summary
The contract covers the supply and installation of two constant-current regulators for the aeronautical lighting at the Cuatro Vientos Air Base heliport, plus one working day by an ADB Safegate-approved specialist to commission the two regulators. The regulators must be 2.5 kVA, CRE type or equivalent, and have low harmonic distortion. They must use IGBT technology, provide sinusoidal output current, have a keypad-and-display user interface and offer five brightness levels. The work includes removing the obsolete regulators; preparing the installation area and, where necessary, the mounting bases, earthing system and distribution boards; installing the new equipment and connecting it to the heliport’s series lighting circuits and control or remote-management system. Insulation and brightness-adjustment tests and failure-scenario simulations must be carried out before handover. The work must be performed at the air base within 30 calendar days from the day after notification of the contract award and, in any event, before 30 November 2026. The maximum budget is €26,486.90 including 21% VAT (€21,890 excluding VAT). Price is the sole award criterion and is worth up to 100 points. The bid must cover all requested supplies and work, include the equipment’s technical details, and be submitted electronically in Spanish. Bidders must meet the registration, tax and social-security requirements and provide the required declarations. The successful bidder must also submit a REACH compliance declaration and undertake to adhere to the Ministry of Defence’s code of ethics. Up to 90% of the contract may be subcontracted, but direction, control and communication with the contracting authority must remain with the main contractor.
