Road construction works between the Pastor roundabout and the Paseo Campos de Castilla roundabout in Segovia

Summary

The contract covers construction of a new road approximately 900 metres long between the Pastor roundabout and the Paseo Campos de Castilla roundabout in Segovia, with just over 800 metres to be paved. The 14-metre-wide cross-section includes two traffic lanes, each 3.5 metres wide, a 2.5-metre-wide pavement on the west side, a 3-metre-wide two-way cycle lane on the east side, and 0.5-metre shoulders. The works include surface drainage and longitudinal underground drainage, as well as ducting for a future street-lighting network; water supply and electricity supply are not included. The road is intended for pedestrians, cyclists, other vehicles and public transport and will provide access to Segovia-Guiomar high-speed railway station. The works must comply with the project, the environmental assessment conditions and the conditions for temporary use of the grazing route. The contractor must sort waste selectively and remove packaging, and must pay its employees’ wages; a delay or non-payment lasting more than two months is considered a breach of a special performance condition. The completion period is 9 months. The estimated value is €1,193,708.99 excluding VAT, and the total tender budget is €1,444,387.88 including VAT. The contract is not divided into lots. Evaluation awards up to 94 points for price and up to 6 points for extending the warranty. The minimum warranty is 2 years; each six-month extension earns one point, up to a maximum total warranty period of 5 years. Bidders must meet the required contractor classification and submit the required declarations and staffing commitment. Bids must be submitted electronically in a single envelope within 20 calendar days from the day after publication of the contract notice. The successful bidder must provide a final guarantee of 5% and third-party liability insurance with minimum cover of €300,000.
