Repair of the playground safety surface at Bolera Park, Liencres
Summary
The contract covers the complete renewal of the worn safety surface at the playground in Bolera Park, Liencres. The contractor will remove the existing surface, level the base with approximately 6 cm of concrete, install a new safety surface, provide a sign with instructions for use, and arrange inspection and confirmation that the surface complies with the requirements. The works must be completed within one month. The estimated budget is EUR 23,854.59 including VAT (EUR 19,714.53 excluding VAT). EPDM rubber and resins used in the surface must be manufactured in Europe and meet the CE-marking, EN 1177, HIC fall-height testing and REACH certificate requirements. EPDM must contain at least 20–25% pure rubber and have a UV index of at least 4/5. Intensely coloured areas may account for no more than 30% of the surface. Bidders must provide technical data sheets and samples for the materials, as well as a price breakdown by work item showing each item’s discount percentage and VAT separately. The price is worth up to 90 points; each additional year of warranty earns 5 points, for up to two additional years, making the total warranty period no more than three years. The bid must be submitted electronically as a single file within ten working days of publication of the contract notice, together with proof of a site visit. Bidders must be registered in the official register of bidders or have applied for registration before the submission deadline, meet the financial-capacity requirements and demonstrate experience with similar works completed in the previous five years. All bidders must provide up-to-date evidence that their tax and Social Security obligations are paid. The tender documents conflict on guarantees: one provision says that no provisional or final guarantee is required, another requires a final guarantee of 5%, and the technical document specifies a guarantee of 10%, amounting to EUR 2,385.46, plus a EUR 742 waste-management guarantee. The applicable guarantee should be confirmed with the contracting authority. If staff are hired to carry out the contract, the contractor must hire unemployed people who face particular barriers to labour-market integration, or people at risk of social exclusion.
