Construction of a heliport serving the health centre

Summary

The contract covers construction of a healthcare heliport next to the new health centre in El Burgo de Osma. The project involves a 30 × 30 m platform with a 20 × 20 m reinforced-concrete landing and take-off area in the centre and a 5 m-wide safety strip around it. The works include earthworks, placing selected soil and an aggregate base, constructing a reinforced-concrete slab, sealing joints and applying daytime aviation markings. The works must be completed within a maximum of two months. The estimated value is EUR 61,855.51 excluding VAT and EUR 74,845.17 including VAT. Bids must be submitted electronically within 10 working days of publication of the contract notice. Evaluation takes account of price and an extension to the warranty period: an additional 6 months earns 10 points and an additional 12 months earns 20 points. The document is inconsistent about the maximum score for the financial offer: it states 80 points in one place and 85 in another. Bidders must be registered in the required register or, where allowed, provide a registration application accepted before participating in the tender. As the estimated value is below EUR 80,000, separate proof of economic or financial standing and technical or professional capacity is not required. A responsible declaration and a certificate from the economic activities register must be submitted. The contractor’s site delegate must have experience in similar works and may be assigned to no more than two works at the same time. No final performance guarantee is required.
