Integrated management of the elderly care residence in Grullos

Summary

The contract covers the integrated management of Candamo municipality’s “Alcalde José Luís Fernández” residence for older people in Grullos for 2026–2029. The service includes residential accommodation, meals and assistance with daily living, as well as geriatric and healthcare services, including nursing, physiotherapy, occupational and social-cultural activities, and cognitive and functional stimulation. The contractor must also provide cleaning and laundry, access control, preventive and corrective maintenance of the building and equipment, and maintenance of green areas. The underlying agreement provides for 24 residential places. The contract will run for three years and three months, estimated from 1 October 2026 to 31 December 2029; no ordinary extension is provided for. The estimated value is €1,944,199.83, and the maximum tender budget including VAT is €2,021,967.83. The contract is not divided into lots because it concerns a single centre. Bids must be submitted electronically, and the winner will be selected on price and quality: price is worth up to 49 points and quality up to 51. Quality points may be awarded for additional music-therapy and gerontogym sessions, new memory, creativity or craft workshops and a technology workshop, annual group outings, and two annual community-open days. Bidders must demonstrate the required financial and technical capacity and undertake to provide the staff required by the tender documents throughout the contract. The bid must include a financial offer and a service-cost breakdown separating personnel costs from other costs. The successful bidder must provide, among other things, a final security equal to 5% of the contract price excluding VAT and liability insurance with cover of at least 50% of the contract value excluding VAT.
