Healthcare examination and maritime health training support services in Tarragona

Summary

This procurement covers specialised healthcare and training support services for the Social Marine Institute in Tarragona, divided into three lots. Lots 1 and 2 comprise supplementary examinations for seafarers’ pre-embarkation medical assessments: electrocardiograms, spirometry, audiometry, body measurements and vital signs, with additional tests for divers. Lot 1 also includes taking and handling blood and urine samples. Tests will be performed at the institute’s centre in Tarragona or at the contractor’s healthcare facility in La Ràpita. Lot 3 provides teaching support for maritime-sector health training courses in Tarragona and La Ràpita. The contract runs for 12 months from 1 January 2027, or from a later contract-signing date, and may be extended for up to 12 months. The initial budget is €47,775, exempt from VAT: Lot 1 – €34,500, Lot 2 – €4,200 and Lot 3 – €9,075. Payment is for services actually delivered. The maximum hourly rate for Lot 3 is €75 excluding VAT. For each lot applied for, bidders must demonstrate the required turnover and relevant past experience, hold a valid ISO 9001 or equivalent quality-management certificate, and provide personnel with nursing qualifications. Lot 3 teachers must also hold the specified trainer qualification or a certificate covering at least 80 hours of pedagogical techniques. For Lot 2, the bidder must provide a properly authorised and registered healthcare facility in La Ràpita. Bids are evaluated on price (49 points) and other criteria (51 points), including the availability of a medical centre in Tarragona, incident-response time, relevant teaching experience and free additional hours.
