Organisation and operation of the Artziniega Gazteleku youth centre

Summary

The tender is for the organisation, management and day-to-day operation of the Gazteleku youth centre in Artziniega, a socio-educational and preventive service for young people aged 10–18. The work includes supporting young people, planning participatory activities and workshops, coordinating and publicising the programme, evaluating attendance and service outcomes, and referring young people to appropriate support services where necessary. Bidders must submit a project describing how the service and its activities will be organised. The planned regular opening hours are Fridays from 18:00 to 21:00, Saturdays from 18:00 to 22:00 and Sundays from 18:00 to 20:00. Two staff members are required on Fridays and Saturdays and one on Sundays. The planned service period runs from 16 October 2026 to 30 May 2027. The initial contract term is two years, with two possible one-year extensions. The service also includes a five-hour Christmas activity or outing and one annual overnight youth event. A spring outing and two summer outings may be added if there are enough registrations. The maximum annual budget is EUR 19,471.22 excluding VAT (EUR 23,560.18 including VAT). Bids are scored out of 100 points: price up to 49, the intervention project up to 25, eight optional additional measures up to 24, and Basque proficiency above B2 among team members up to 2. Tenderers must meet the turnover and comparable-experience thresholds and provide a team with the required education, leisure-work qualifications and Basque language skills. Staff who have regular contact with minors must hold valid negative criminal-register certificates.
